IGNOU, the largest university in the world with over 4 million students, was founded to impart education by means of distance and open education, provide higher education opportunities particularly to the disadvantaged segments of society, encourage, coordinate and set standards for distance and open education in India and strengthen the human resources of India through education. Apart from teaching and research, extension and training form the mainstay of its academic activities. IGNOU has started a decentralisation process by setting up five zones, viz, north, south, east, west and north east. The first of the regional headquarters, catering to four southern states, Pondicherry, Andaman and Nicobar and Lakshadweep, is being set up in the outskirts of Thiruvananthapuram in Kerala.

The university's main campus spread over 1,300 acres (5.3 km2) was built on land donated by the Kashi Naresh, the hereditary ruler of Banaras ("Kashi" being an alternative name for Banaras or Varanasi). The Rajiv Gandhi South Campus, spread over 2,700 acres (11 km2), hosts the Krishi Vigyan Kendra (Agriculture Science Centre) and is located in Barkachha in Mirzapur district, about 60 km (37 mi) from Banaras. Shandong University of Traditional Chinese Medicine （SDUTCM）was founded in 1958, listed as one of the key state construction TCM higher-learning institutes in 1978, and approved as one of the key Shandong provincial universities in 1981. It is currently the only university in the field of medical science in Shandong Province, and has been evaluated excellent by the State Ministry of Education.
